| Description | Over the years to come, the County of North Denmark will create the Digital County Administration, making the County the most open public administration by 2005.
The County of North Denmark wants to create an efficient, transparent and open administration based on the most updated technology. Citizens and enterprises will be facing a 24 hour open county administration, self service systems on the Internet, an efficient and expedient administrative procedure, and transparency in the decisions made by the county councillors and administration.
The project is based on a foundation consisting of The Digital County Administration and 3 Lighthouses (the Interactive Map, Digital Signatures, and Democracy on the Web).
Within the Digital County Administration, administrative procedures will take their point of departure in the individual citizen. Using digital signatures and electronic forms helps the citizen contacting the county while at the same time increasing the quality of the approach, using intelligent forms to make sure that all the information required is included in the first approach. Decisions can be made quicker owing to the time saved by using electronic procedures - e.g. allowing several case officers to work on the same case simultaneously. The citizen is enabled to keep track of his own case during the administrative procedure, and through the Internet he can learn more about the grounds and political priorities on which the type of decision in question is based, and - again using the Internet, he can assure himself of the quality of the services rendered by the county, comparing them to similar services in other counties.
The citizen will have an enhanced opportunity to attend the political debate via the Internet in an electronic forum allowing chats with the politicians. Voicing an opinion on major planned projects will be made easier as interactive maps can visualize the implications of the politically based decisions and priorities.
The Digital county Administration sets out with 17 subprojects which is either a part of the 'foundation' for the entire Digital county Administration which is spearheading projects suitable for collecting experience on for example the use of electronic forms, digital signatures, paperless offices, and an increased openness via the Internet. During the lifetime of the project, the experience gained should be utilized in other parts of county administration to make the entire County Administration digitalized.
The County of North Denmark has a vision of converting itself into the most open public Danish administration by 2005.
