DescriptionThe 'Your Open Municipality' project is among the largest winning projects in the ’Digital Administration’ category within the framework of The Digital North Denmark. The object of the project is to establish the foundation for the future digital administration in Denmark by making use of the potential of the Internet to establish a round the clock citizen service in the municipality.
The development of ’Your Open Municipality’ emphasizes the following: A better service, expediency, democracy and developing qualifications. So this is a two sided focus: Partly the citizens should receive a better and faster service, and partly the staff within the municipality should put their resources to use in a new and better way.
The lifetime of the project runs over three years starting January 1rst 2001.

The first phases in ’Your Open Municipality’ will focus on establishing the base for an interactive dialogue, including citizen self-service, between the citizens and the municipality using electronic forms. Obviously, data security in relation to the deployment of digital signatures plays an important role. The result expected from these initiatives is a better service to the citizen in the way of a faster and simplified administrative procedure.

The phase to follow will lead to the development of intelligent forms, with the data fields already known (e.g. home address, tax rate and age) automatically filled in, owing to the 'recycling' of information that has been specified and registered already with the municipal administration. In addition this stage will include the availability of sub forms and relevant links for serving the citizen via the Internet. This implies that e.g. relevant laws, regulations and administrative procedures will be viewed automatically when completing an application. This phase will continue the focus on security aspects. In this phase the project will take its point of departure in the types of cases most frequently used within the public administration, for example: Notice of removal, request for allowances, queries on real estate information, changing doctor, and enlistments for institutions. The result expected from this phase is citizens experiencing an increasingly expedient administrative procedure within the municipality owing to a less time consuming procedure, which is also well documented.

On the conclusion of the project, the goal will be that of each citizen having his on personalized approach to the municipality – via its home page. In practice this means that the citizen is capable of communicating with the municipality via an address on the Internet from which he or she will have access. This enables the citizen to keep track of a given case and the administrative procedures within the municipal administration. The citizen will be enabled to state his or her fields of interests (e.g. a wish to receive agendas for the meetings of the Town Council, proposals for district planning and minutes from the meetings of the Town Councils), and using this as a base, the municipality will have the opportunity of sending more differentiated and direct information to the citizen. Expected result: An increased transparency and an enhanced democracy within the public administration.

Throughout the lifetime of the project, consideration will be given to the internal procedures within the municipality. Via the Internet executives and employees within the municipal administration will achieve knowledge of electronically governed procedures as an alternative to the traditional functionality based solutions. The politicians will be introduced to the medium as a means of dialogue with the citizens. Additionally the project will create a base for internal development of qualifications within the public administration.

Thus it is the ambition of the project to add a lift to the Danish municipal administration by introducing a standardised and secure solution for digital administration.

In charge of the project is Dafolo A/S. The solution is to be developed with the municipality of Frederikshavn, the municipality of Løkken-Vrå, the municipality of Skørping Kommune, and form.dk. You will be able to follow the project development on www.voreskommune.dk as from early February.
