The Theme of Digital Administration

The main theme of Digital Administration should contribute to yielding an optimal service to citizens, companies and organizations in North Denmark in their capacity of public service consumers as well as participants in the process of democracy.

On this basis, the Digital Administration divides into two fields of effort:

Service, Excercise of Authority, and Efficiency
Information technology is a vital means in making public administration fill its role in a new and better way enabling it to stand up to the escalating demands for a high level of service and flexibility and in preparing to cope with future challenges of tight budgets on financial and staff resources. Here the crucial factor is efficiency.

In this connection the term efficiency has two bearings. Either in the sense of achieving a set goal using a minimum of resources (cost-effective services) or in the sense of the capability of rendering services, that will optimally satisfy the demands of citizens and politicians using the given resources (the appropriate services).

Efficiency in terms of cost-effective services can be enabled by changing organization structures and procedures, and via a digital public information service, electronic exchange of information and projects of co-operation among public organizations.

Flexibility is a key word when enabling efficiency in the way of appropriate services, e.g. as extended hours of business, quicker administrative procedures, and more ways of contacting the public administration. This way of efficiency can be enabled via surveying the citizens’ needs and upgrading staff qualifications within the public administration.

Citizens, Democracy, and Information
Here the concept of democracy is to be understood in a wide sense. Democracy bears on both the influence of the citizens on public authorities, the dialog between citizens and authorities, the possibility of making political decisions happen, and developing institutions and procedures in civic society.

Here digital administration plays an essential role. For example, digital administration could allow a quicker and more immediate access to the data used for political decision-making.

All of the above could be made to happen via e.g. new ways of citizen involvement, creating a more direct contact between citizens and politicians and establishing new or better existing communities within civic society.
